Do you need end of lease pest control in Victoria?
Reviewed by the Metro Pest Services team, updated September 2026
Not always. No Victorian rule makes pest control compulsory at the end of every rental. Whether you should book it depends on your rental agreement, whether a pet lived at the property, and whether pests appeared during your tenancy that were not there at the start.
Consumer Affairs Victoria explains that responsibility for pests depends on who caused the problem. Fleas from a pet that was not kept treated are an example it gives on the renter side, while pests that were already there, or that get in through a fault in the building, sit with the rental provider.
At the end of the tenancy, your agent compares the property with the entry condition report. If fleas or pests from your time there would make it worse than it was, a treatment with a dated receipt is the simplest way to show the problem was dealt with.

Who pays for pest control in a Victorian rental
Victorian renting law does not hand every pest problem to one side. It looks at who caused it. These are the common situations we see at the end of a lease, based on Consumer Affairs Victoria guidance.
- Fleas from a pet that lived at the property: usually the renter arranges treatment
- Pests that were there before the tenancy started: the rental provider
- Rats, possums or termites getting in through the building: the rental provider
- Cockroaches or ants from rubbish or food left out: usually the renter
- Anything written into your rental agreement: check it, and ask your agent if it is unclear
- A disagreement you cannot settle: Rental Dispute Resolution Victoria or VCAT

The move out order that keeps the treatment working
A flea treatment done before steam cleaning is washed out of the carpet with the cleaning water. This is the order that works.
- 1Move furniture and belongings out, so every carpet edge and corner can be reached.
- 2Have carpets steam cleaned and the property cleaned for the final inspection.
- 3Book the end of lease flea treatment last, after the clean, and keep pets away from then on.
- 4Send the dated receipt to your agent with your keys, before the final inspection.
Signs your rental needs flea treatment before you move out

A dated receipt to sit beside the exit condition report
Your agent compares the property at the end of the tenancy with the entry condition report. A dated receipt from us shows what was treated, where and when, so a treatment is not left to memory or a bank statement.
If fleas are reported at the property within four weeks of our end of lease flea treatment, we come back and treat again at no charge, as long as the carpets were not cleaned after our visit.
- Receipt emailed the same day
- Free re treatment if fleas are reported within four weeks
- Honest wording, no bond promises
Three straight answers before you book
A receipt does not decide your bond
The rental provider makes a bond claim and VCAT settles disputes, looking at the condition report and fair wear and tear. A receipt is evidence that helps, not a promise.
You may not need us at all
No pets, no pests and nothing in your agreement usually means nothing to treat. Ask your agent in writing before spending the money.
Pests from the building are not yours to fix
Rats in the roof or cockroaches coming from a neighbouring unit through gaps in the building are a matter for the rental provider, not the renter.
Pest control between tenants for rental providers
The same visit that helps a renter leave can protect the next tenancy. We work directly with agents and rental providers too.
Between tenants
A flea and general treatment while the property is empty, so the next renters do not move in and wake pupae that were left behind.
Pests that were already there
Where rodents, cockroaches or possums are coming from the building, we treat and point out entry points so repairs can be arranged.
Records for your file
A dated report for every treatment, useful beside the condition report if questions come up later.
How to avoid a flea bill when you move out
Most end of lease flea treatments start months earlier. These habits make moving day easier.
Keep every pet on a vet flea product for the whole tenancy.
Wash pet bedding weekly and vacuum where pets rest.
Report pests that come from the building to your agent in writing as soon as you see them.
Take photos of the property on the day you move in, beside the entry condition report.
Keep receipts for any pest treatment done while you live there.
